4177311e6e Change struct Dictionary(*) to rb_dictionary(_\1). 
This cleans things up a slightly and puts the dictionary stuff in its
own namespace.

This is in librb and therefore should be prefixed.

a4bf26dd34 Move irc_* data structures to librb. 
This makes the base ircd less cluttered up with data structures that can
go elsewhere.
